The foundation is federally established and funded by levy on property taxes. The fact that the county uses it as a base of operations for political activism is affected by this fact, and council resolutions on state and local taxes have been impacted by the library's status as a federal institution. The library was established as an egalitarian institution, it's funded by federal property taxes which are collected nationwide and distributed evenly across the board, to individual administrative districts locally by county. They Library tax levy is separate from the tax levy on public schools and distributed via separate accounts. A school district does not coincide geographically with a county seat administrator's office district. An administrative county is chaired by the county auditor, and may contain a number of school districts, which are regionally numbered. They are not meant to overlap, so unless the county auditor is flagrantly having an affair, this is officially nothing to do with the Common Core.
As a monetary case, the library problem is with the fact that as the collection is edited by insurgent proctors, it has exhibited a trend towards both foreign heavy and underage, below par literacy collections of volumes. The foundations taxes are paid by property owners nationally, so we can immediately rule out the sizable foreign language collections as being of service to the taxpayer. There are also too many books by percentage for preschool infants, and books for school aged readers have slumped from age standard footnoted scholarly research to visually busy graphic comic books.
