Besides the Local libraries of Congress (publicly taxpayer funded foundations by city or rural county as applicable), there are several kinds of other libraries. These include both private lending libraries owned by various types of organization that issue library cards to the public for a yearly fee, as well as more restricted access collections belonging to schools especially, but also to churches, professional associations and labor organizations, and to both political gatherings and just flat-out private clubs. Seeking special interest collections in the area is best perused by looking for the ones that offer a library subscription by itself, as they cost the least, and appear to be the most usual.
I find it worthy of note that in the area of churches, a member's library for the larger and more established denominations seems to be on the decline in buildings large enough to have housed them in the past.
