1944AD uses Barron's Law Dictionary, second edition by Stephen H. Gifis
Conspiracy: "A combination of two or more persons to commit an unlawful act, or to commit a lawful act by criminal or unlawful means; or a combination of two or more persons by concerted action to accomplish an unlawful purpose, or some purpose not in itself lawful by unlawful means. It is essential that there be two or more conspirators; one cannot conspire with himself."
Some jurisdictions, however, permit prosecution of one person for a conspiracy when, for example, the other part(ies) cannot be located or is otherwise unavailable for prosecution. A conspiracy to injure another is an actionable tort; it may also be a criminal offence if the object of the conspiracy is within the reach of the definition of criminal conspiracy in the particular jurisdiction.
